Jungheungsa Temple was home to the military monk command headquarters, which managed and led monastic temples and monastic divisions within Bukhansanseong Fortress. Although its exact founding date is unknown, inscriptions of "Samgaksan Jungheungsa" found on a bronze gong cast in 1103 (8th year of King Sukjong) during the Goryeo Dynasty and an incense burner made in 1344 (5th year of King Chunghye) indicate that the temple was already established before the early 12th century. Although Jungheungsa Temple was initially just about 30 kan in size, it is said to have been extensively expanded to 136 kan during the construction of Bukhansanseong Fortress in 1711 (37th year of King Sukjong). This was one of the large-scale fortress construction projects undertaken by King Sukjong to defend the capital after experiencing the Imjin War and the Manchu Invasion (Byeongja Horan). Military monks were stationed at 11 temples within Bukhansanseong Fortress, and the Dochongseop, the supreme commander of the military monks, is said to have resided at Jungheungsa Temple.
